Parking News:As you are aware, the Covenants for the Peninsula, Article 2(a) of the Initial Rules and Regulations, prohibit all parking on the streets within the Community. The concept was for your streets to remain neat and attractive, and to provide for ease of driving, cycling, and jogging, as well as access for all emergency vehicles, trash pick-up, and the U.S. Postal Service. Some time ago, the City of Charleston Legal Department placed the HOA on notice that it could no longer enforce its covenant against street parking. When enforcement of parking ceased at the Community, any given evening there could be found 30-50 cars parked on the street. In many circumstances, this prevented access by various residents to their own driveways, as well as emergency vehicles access to particular residences. It has also hindered the waste management company and the U.S. Postal Service from reaching certain homes during their routine visits. It is imperative that these vehicles have 24 hour access to each home. Your Peninsula HOA Board of Directors and a significant number of homeowners support the covenants and their reasons for maintaining all parking in driveways and garages. They have asked Community Management Group to find every possible way to encourage proper parking at the Community. We understand that at times, it is difficult to manage a multi-car household with limited driveway access and limited garage space. We sincerely appreciate all of you who consistently make the effort to limit your parking to your driveway and garage, making the streets easily accessible to your neighbors and all others who frequent the Community. The Association has received a letter from the City of Charleston Legal Department, stating that the Peninsula may once again enforce its covenants street parking on the City streets. Your HOA Board recommenced enforcement of street parking within the Community effective September 1, 2008. We appreciate your understanding of the Community’s need to move forward with full compliance of this matter.
